Keypad Same-Room Rule

CityRP does not add wording to the keypad rule requiring a door's keypad to be in the same room.
Why
Rejected by staff vote in 2018 as unnecessary. Voters read the existing rule as already covering it, since it requires a door's keypad to be clearly visible and a keypad in another room is not: "In my interpretation, the rule already states this."
