Gunpoint Draw Rule

CityRP keeps the rule against drawing a weapon while held at gunpoint as it is. This one decision covers both a grace delay before the rule applies and replacing the rule with draw animations or delays.
Why
The rule has been challenged three times and kept each time. In 2016 George turned down a one-to-three-second grace period because staff could not reasonably judge whether a player drew inside it; the rules were fine as they were. A 2018 staff vote rejected changes to FearRP along similar lines: a hidden timer would disadvantage players, who would just kill themselves rather than wait it out, and staff doubted it was feasible on the weapon system. A 2019 staff vote rejected draw animations, with staff worried they would bring bugs that could only be fixed by removing them again, wasting the work.
