CityRP does not strip emergency lighting from individual vehicles. Which vehicles a department uses is up to its leadership in roleplay.
Why
Two requests failed staff votes in 2018. For the GT-R, voters said it is up to the Chief, not staff, to restrict vehicle use, and that police are not the only ones who use ELS lights: "It's up to the Chief, not us to restrict vehicle use." For the armoured Sprinter, the lights are part of the model and the van is rarely used, so any impact is minor.
