Shield on Back

CityRP does not show a holstered riot or ballistic shield on the player's back.
Why
Approved in 2018, then reversed by Dick on review in 2024. A shield on the back could give an unfair advantage to players carrying it passively, and it would be hard to add in a way that looks neat.
