CityRP does not require players to install or run anything beyond Garry's Mod and the server's own content. That rules out routing voice through TeamSpeak (GSpeak) or TokoVOIP, and any other feature that only works with a separate program, plugin or client.
Why
This is one of the feature rules: playing never needs other software.
The requests that set it were for external voice chat. Doctor Internet denied GSpeak in 2017 because it needs an external program for players to communicate, and Estel turned down TokoVOIP in 2020 for the same reason, pointing out the barrier for new players in particular: "TokoVOIP requires a third party software which would make it inconvenient for players to get every time they want to hop into our server."
That barrier works against Meet Players Where They Are, where a new player should be able to join and be doing something within minutes. Voice radio channels are handled in game.
