Client-side skypaint stand-in for maps that ship a static skybox. Replaces env_skypaint the same way Atmos's atmos_sky entity does: values live in local state, Think claims g_SkyPaint, and DT accessors feed the SkyPaint matproxy.

Binds the clientside Get/Set accessors over a local copy of the defaults, once.

Always transmits, so every client can drive the skypaint proxy from it.
