CityRP does not remove money printers and drug labs in favour of a stronger weed trade.

Why

Denied by Obay in 2015: contraband is a favoured way for criminals to make illegal money, and nothing existed to replace it. "Contraband is a very favored way in illegally making money."

Contraband is still central to the crime side of the game. It gives criminals something to protect and police something to find, which is the kind of reason to meet that Systems Create Reasons to Interact asks for.
