CityRP does not let police resupply from any police-spawned car, and does not let SWAT use civilian cars fitted with emergency lights. This one decision covers both requests.
Why
Both failed staff votes. In 2018 voters said SWAT's civilian-car option had been removed for good reason: SWAT need the resupply ability to do their job, and too often turned up in odd vehicles instead of acting as a team. "They are a SWAT team, not an unmarked traffic division."
In 2019 staff rejected resupply from every police-spawned vehicle over the prospect of very non-standard cars, such as Trabants or i8s, becoming resupply points, and the value it would take away from the regular police fleet.
