Flagging Heavy /me Use for REP

CityRP does not notify admins when a player uses a lot of /me and /it lines to earn REP.
Why
Daley declined it in 2017 as unneeded: staff already watch roleplay when they can. Counting emotes would also treat the number of /me lines as a measure of roleplay, which sits badly with Meet Players Where They Are. The rules do not demand a string of /me lines, and a system should not single out players for how many they write.
"Staff monitors RP's when they can, this is unneeded."
