CityRP does not give armoured vehicles to regular police. Any armoured vehicle, whether the armoured Sprinter or another model, stays with SWAT.
Why
Armour is part of what makes SWAT the unit to call when a situation escalates. Regular police handle patrols and everyday incidents; when one needs armour, they call in SWAT, and that call is a reason for the two to work together. Handing patrol officers armour would blur the line between the two and take away one of the reasons SWAT exists. This is Systems Create Reasons to Interact.
The request that set this was to add the armoured Sprinter to the police force. It was rejected by staff vote in 2018:
"If they need an armoured vehicle, they call in SWAT."
